Commercial documents

• Commercial invoice

  Seller, buyer, description matching the goods, quantities, unit and total value, currency, Incoterm and origin. It is the base document the declaration is built from.

• Packing list

  Package count and type, marks, net and gross weight, dimensions or volume. It has to reconcile with both the invoice and the transport document.

• Transport document (B/L or air waybill)

  Consignee details must match the importer exactly as registered. Confirm the spelling with the carrier before issue rather than amending later.

Importer identity

• RUT showing the importer activity

  The importer must be registered with the DIAN and the registration has to actually cover importing. A RUT that exists but does not carry the right activity is the same problem as no RUT at all.

• Customs agency (agencia de aduanas)

  Whether an agency is mandatory depends on the operation, but engaging one early is what turns the rest of this list from a research exercise into a filing.

Classification, declaration and value

• Subpartida arancelaria

  Determines the duty and VAT rate and whether a prior registration or permit applies. Fix it before shipping, with the agency, against the actual product — not against a similar one.

• Declaración de importación

  Filed to the DIAN by the importer or the agency. Some operations require it to be filed in advance of arrival, which only works if the classification and documents were settled beforehand.

• Valuation support

  Purchase order, payment evidence, and the freight and insurance figures used to build the customs value. Keep them together with the file rather than reconstructing them later.

• Proof of origin

  Must be in the form the specific agreement requires. Goods of Chinese origin generally do not qualify for preference into Colombia; confirm before pricing one in.

Permits and prior registration

Colombia routes prior authorisations through a single window that forwards to whichever agency owns the product — health, agriculture, environment and others. Start there rather than guessing which agency applies.

• Registro or licencia de importación via VUCE

  Filed through the single window before the goods arrive. The window also routes the sector permits — treat its lead time as part of the transit plan, not as paperwork that runs in parallel.

Confirm before the cargo ships

• Who is the importer of record

  Decides whether a DDP arrangement is possible and who carries the duty and VAT. Agree it in writing before booking.

• Documents reconcile with each other

  Description, package count, weights and consignee name identical across invoice, packing list and transport document.
